During the 1920s there was a race held between waiters known as the course des Garcons de cafe (cafe boys race).
This flacon was designed by Georges Bastard to commemorate the race.
Some of the pieces are signed Bastard and Signed Hugo to the side of the boot.
This one is marked Germany under the base.
It is my belief that Bastard got the German company of Goebel to make some for him and sign them in his name but they may have produced some pieces for themselves. These ones were stamped under the base German and some which included the golfer were signed Goebel under the base. Possibly a bit of Plagiarism.
